§ 126.1

Prohibited exports, imports, and sales to or from certain countries

The destination and party screen. Paragraph (a) states the general policy of denial for exports, reexports, retransfers, and temporary imports of defense articles and defense services destined for or originating in certain countries, and the rule that exemptions do not apply unless a specific exemption says they do. Paragraph (d)(1) is a table of countries with a policy of denial. Paragraph (d)(2) is a table of countries with a policy of denial as specified in the named paragraph. Country names move by Federal Register rule — always open live eCFR / the dated FR callout on the country node.

Screen the end-user, the intermediate consignee, the dual-national employee, and the country of nationality — not just the ship-to address.
A policy of denial is not an absolute statutory embargo in every paragraph; some (d)(2) countries have defined case-by-case windows. Read the named paragraph.

Cyprus § 126.1(r)(2) (live eCFR; FR 2026-18630, 91 FR 57787): from October 1, 2026, through September 30, 2027, the policy of denial and Cyprus's proscribed-destination status are suspended. Cyprus remains listed in Table 2. Defense trade with the Republic of Cyprus is not the same as trade into the northern part of the island. Open the Cyprus node.
