Who is a broker, who must register, when prior approval is required, when an exemption from approval applies, how 126.1 embargoes hit brokering, and the brokering reports and records. Brokering is its own AECA offense. A U.S. person who “just introduces” a foreign buyer to a foreign seller of USML articles is in this part even if no hardware ever touches the United States.
