The in-house trial system for civil penalties and administrative debarment. The Administrative Procedure Act is largely excluded (§ 128.1). An Administrative Law Judge hears the case; the Assistant Secretary decides. Consent agreements (§ 128.11) resolve most charged matters. Part 120 points here via § 120.20.
