The policy overlay that every license, agreement, and exemption has to survive. § 126.1 is the destination/person prohibition list. The rest of the part is the structured exceptions: U.S. Government transfers, Canada, FMS, AUKUS, the Australia and UK defense-trade treaties, dual/third-country nationals, and the comprehensive authorizations for NATO and close allies. If Part 123 is the form, Part 126 is whether the form may be used.
