Part 121 is the list. Everything ITAR controls is a defense article or defense service designated here. § 120.10 supplies the USML reading conventions (asterisks / SME, (MT), paragraph (x)). § 121.0 is the local Part 121 vocabulary. § 121.1 is the USML itself — Categories I through XXI. Category XXI is a DDTC residual designation, not a classified dump (that is Category XVII) and not a self-classification bucket. §§ 121.2–121.16 are reserved. Classify with the § 120.11 order of review, not by skimming headings.
