Part 120 is the spine of ITAR. Subpart A states who holds the authority and how the USML is designated. Subpart B sets the policies that every license, agreement, and exemption must run through. Subpart C is the controlling vocabulary — defense article, defense service, technical data, export, U.S. person — against which Parts 121–130 are read.
