Cat. XXI

Articles, Technical Data, and Defense Services Not Otherwise Enumerated

ITAR · Part 121 · § 121.1

A residual category used only for articles, technical data, and defense services that DDTC has designated in writing and that are not captured in Categories I–XX. XXI is not XVII (classified not-otherwise-enumerated). It is not a self-classification dumping ground. If you think something is Category XXI, you almost certainly need a commodity jurisdiction request under § 120.4 or a DDTC designation — you do not put it here yourself.

Do not self-classify into XXI to avoid a harder category.
XXI ≠ XVII. XVII is classified articles/data/services not otherwise enumerated. XXI is the DDTC residual designation.
