Cat. XI

Military Electronics

ITAR · Part 121 · § 121.1

Military electronics, electronic warfare, radar, C4, and specially designed parts and software. “Specially designed” is invoked by enumeration in a paragraph, then tested under § 120.41(a)(1)/(a)(2) and (b). A (b) exclusion does not auto-clear to ECCN 3A611/5A611 — resume § 120.11. Category XI(b) is under a temporary modification published at 91 FR 55461 (Aug. 28, 2026), effective August 30, 2026 through August 30, 2028. Open the live § 121.1 Category XI text before you classify an XI(b) article.

Do not classify electronics from the end-item. A radio in a tank may be Cat. XI, Cat. XII, or EAR depending on the paragraph.
Software and source code related to a Cat. XI article are technical data / defense articles.
XI(b) temporary modification: 91 FR 55461, effective 2026-08-30 through 2028-08-30. The live eCFR, not this note, is the control text.
