Congressional certification pursuant to Section 36(d) of the Arms Export Control Act

AECA § 36(d) congressional notification for manufacturing license agreements that meet the statutory thresholds (particularly MDE manufacture abroad). Distinct from § 36(c) license notifications in § 123.15. Do not start manufacture — and do not treat DDTC “approved, pending Congress” as a green light to export data — until the clock has run.
