§ 127.7

Debarment

ITAR · Part 127

Statutory debarment follows certain AECA criminal convictions and is published in the Federal Register. Administrative debarment is imposed by DDTC after Part 128 proceedings or a consent agreement. A debarred person is ineligible (§ 120.16) for licenses and most other approvals. Reinstatement is a separate petition, not automatic at the end of a term.

  • Screening parties against the debarred list is a pre-license and pre-exemption duty.
  • Debarment of an officer or affiliate can infect the registrant under Part 122.
