Cat. I

Firearms and Related Articles

ITAR · Part 121 · § 121.1

Firearms and closely related articles that remain on the USML after successive firearms rules. Scope is the current enumerated paragraphs — not “all guns.” Many commercial firearms, parts, and ammunition have moved to the EAR (typically 0x5xx ECCNs) when they do not meet a remaining USML paragraph. Always run § 120.11 against the live Category I text.

Takes effect 2026-11-20 — USML Category I(e) narrowed (FR 2026-14943)

Takes effect 2026-11-20: State IFR FR 2026-14943 (91 FR 46279, published 2026-07-23) revises USML Category I(e) to read “Silencers, mufflers, and sound suppressors, specially designed for defense articles described in paragraph (b) or (d) of this category” (91 FR 46281) — that is, suppressors specially designed for fully automatic firearms or fully automatic shotguns stay on the USML. Other firearm silencers, mufflers, and sound suppressors leave the USML on that date and are described on the CCL under ECCNs 0A501.f and 0A502.f (BIS IFR FR 2026-14942, 91 FR 46252). Until 2026-11-20, eCFR § 121.1 Category I(e) (“Silencers, mufflers, and sound suppressors.”) remains in force. Navigational aid — not legal advice.

  • Permanent import of many firearms is ATF/USMIL (27 CFR 447), not ITAR.
  • Suppressors, fully automatic firearms, and caseless-ammunition firearms are the recurring Category I traps.
