Supplement No. 4 to Part 774. The mandatory sequence for classifying an item that is subject to the EAR: USML first, then 9x515 and the 600 series (including catch-alls and “specially designed”), then the rest of the CCL, then EAR99. Do not start at a heading and analogize.

If the item is on the USML, stop. There is no CCL analysis.
600-series and 9x515 enumerated paragraphs beat other ECCNs in the same category.
