§ 746.8

Sanctions against Russia and Belarus

EAR · Part 746

The post-2022 architecture: license requirements for a huge swath of the CCL (and many EAR99 industrial items) to Russia and Belarus, a foreign-direct product rule aimed at both, luxury-goods controls in 746.10, and a policy of denial for most military and industrial end-uses. This is the section that ate STA.

License Exception availability is enumerated and thin. Do not import TMP by analogy.
Belarus is not a lesser-included Russia. Read the Belarus columns.
