Strategic Trade Authorization. Eligible items to Country Group A:5 (and a thinner A:6 set) with consignee statements, notification, and a 600-series / 9x515 overlay that is stricter than people remember. STA is the most over-claimed exception in the building.

Consignee statement is a condition, not a nice-to-have.
STA is unavailable to Entity Listed parties and for many 600-series end-uses.
