As of September 8, 2026, OFAC indefinitely suspended 31 CFR §§ 560.522 (overflights of Iranian airspace), 560.528 (aircraft safety), and 560.529 (bunkering and emergency repairs), and Iran General License J-1 (Notice of Suspension of Certain Iranian Transactions and Sanctions Regulations General Licenses; OFAC Recent Actions, Sept. 8, 2026). Iran General License DD authorizes wind-down only of transactions previously authorized under § 560.522, § 560.529, or Iran General License J-1 through 12:01 a.m. EDT, September 23, 2026 — not a general reopening. 31 CFR § 560.528 is suspended with no Iran General License DD wind-down — do not imply wind-down cover for § 560.528.
